DPS Makes Two Key Appointments for Adult Correction and Juvenile Justice

RALEIGH – Public Safety Secretary Erik A. Hooks announced two appointments to key roles in Adult Correction and Juvenile Justice. Tim Moose will serve as Chief Deputy Secretary of the division effective June 1. Following a nationwide search, Todd Ishee (pronounced ISH-ee) (pictured) has been named Commissioner of Prisons effective June 24. “I am extremely grateful to both of these gentlemen for taking on these important leadership roles,” Secretary Hooks said. “The combination of their vast experience and expertise in Corrections is vitally important to our public safety mission.”

In the new position of Commissioner of Prisons, Ishee will be responsible for overseeing Prisons’ operations, administration and programs, Health Services and Correction Enterprises. He will report to Chief Deputy Secretary Moose and supervise the Deputy Secretary for Health Services and the directors of Prisons and Correction Enterprises.

Ishee brings more than 29 years of correctional experience. He currently serves as the Deputy Director for the Ohio Department of Rehabilitation and Correction (ODRC) Office of Reentry and Enterprise Development. Ishee is responsible for the strategic leadership of agency reentry services and programs for Ohio prisons, parole regions and community service entities. He started his career in corrections as a correctional officer and moved through the ranks eventually serving as a warden, security administrator, operations chief and other supervisory roles. He has provided oversight of prison security, unit management, violence reduction, security threat groups and is a trained evaluator of all aspects of institutional security operations. He also has been trained in conducting vulnerability assessments involving all security levels.

Ishee is a certified U.S. Department of Justice auditor for the Prison Rape Elimination Act and a certified auditor for the American Correctional Association (ACA). He has provided technical assistance to the National Institute of Corrections as an instructor for management of violent, high-risk and offenders housed in the highest security level. Holding a bachelor’s degree in organizational management from Malone University, Ishee is a nationally certified public manager, has completed the Ohio State University Leadership Institute and leadership academy at Cleveland State University. He is a national and international presenter on a variety of correctional topics, including reducing the effects of solitary confinement, the importance of providing viable reentry opportunities for offenders and on prison reform.
