South Dakota prison officials gave public notice today that a high-risk prisoner, Moses Waggoner, will be released on Friday, Sept. 28.
The notice goes to law enforcement agencies and to the public under the provisions of a state law about high-risk offenders, said state Corrections Sec. Denny Kaemingk in a news release issued Wednesday, Sep. 26.
“Based on his criminal history, institutional disciplinary record and institutional assessments that indicate a high risk for committing future acts of violence, I am alerting law enforcement and the public of this offender’s pending release from prison,” Kaemingk said.
