Description: Description of Job This Controller III position is the primary accounting officer responsible for leading, managing and directing the technical accounting operations for the Department of Corrections (DOC), including internal controls, cash-funded financial reporting for Correctional Industries and Canteen operations, audit management, financial policy management, and full oversight of the design and implementation of the department's procedures and security access related to the statewide management of the Colorado Operations Resource Engine (CORE). This position directly supervises five staff, and is a second level supervisor over approximately 24 additional staff. This work unit exists to provide comprehensive financial accounting services in support of the mission of DOC. This position, as DOC Controller, oversees several financial divisions, including accounts payable and accounts receivable processing, grants financial management, general ledger, indirect cost recovery assessment, inmate bank, internal audit, reporting and analysis, and enforcement of the state and federal fiscal rules and regulations, and department policies and procedures. This work unit currently supports more than 6,200 staff whose activities are general and cash funded for more than $900 million. Position will work in a state correctional facility. Primary duties and responsibilities of this position include but are not limited to: Provide long-term strategic plans, purposes, and staffing that require integration with programs and other support functions within the Department of Corrections; Develop agency accounting guidelines to implement accounting sub-systems that maintain the agency's mission and assure agency compliance with state fiscal rules and policies and professional accounting standards; Employ processes to achieve the vision and direction of the Department of Corrections concerning policy, budgeting, and major expenditures for all major functions of the organization; Implement departmental policy and directives; assist in the development of management plans, strategic plans, and procedures to follow management directives as they relate to the operation of the Department of Corrections; Develop and maintain cooperative agreements and relationships with facilities and units within the department; Provide oversight through meetings with subordinate staff to assure the Department of Correction is in compliance with relevant legal provisions of state statutes and fiscal rules; Design, implement,and evaluate account structures and subsystems for diverse and complex operating entities, management and financial reporting needs; Plan year-end closing, review quarterly and annual financial results and diagnostic reports for compliance with state fiscal procedures and respond to state and federal auditor inquiries; Review legislative bills for fiscal impact and account for passed legislative bills that involve appropriations and accounting transactions. Implement accounting procedures and internal controls for changes in accounting practices such as the change from manual transactions to automated transactions, e.g., electronic cash transactions and automated payments by procurement and travel credit cards; Analyze and develop solutions to difficult technical accounting and financial problems. Interpret, clarify, defend, or explain financial data and transactions to management, state and federal auditors, the state controller's office, legislative audit committee and other interested parties; Ensure expenditures do not exceed appropriations from the State Legislature, from available fund balance and grant funds by interpreting data from the state financial reporting system and applying this to the most appropriate control or adjustment;. Supervise professional level staff through performance management, evaluation of performance, initiate the hiring and disciplinary process, and assign work schedules and job assignments; Approve and establish bank account, petty cash and change funds for the department and implement internal controls over bank accounts and cash accounts; Approve capital construction disbursements (payment vouchers), settlement payments and other payment vouchers as needed. Review and approve accruals for jail backlog, private prisons and other liabilities to ensure proper recognition of expenditures; Approve all prepayment disbursements to ensure compliance with state controller's policies; Interpret, clarify, defend, or explain financial data and transactions to management, state auditors, the state controller's office, legislative audit committee and other interested parties; Review contracts for completeness and compliance with state fiscal rules covering state contracts, such as terms, amount, inclusion of proper insurance coverage and special provisions; Accountable as the primary delegate for the State of Colorado Controller and designated to sign for the Department of Corrections delegated purchasing authority as a Group II agency; Approve contract encumbrances and any changes resulting from new contracts, modifications, vacancies and multi-year agreements; Identify areas for improved efficiencies and establish methods to implement and measure efficient improvement strategies; Perform other job related duties as assigned or required.
