Title: Health Services Administrator (HSA)

WORK DESCRIPTION:
Acts as the designated health authority at the facility. Performs advanced nursing and/or managerial work. Work involves determining nursing service requirements and providing for the care and treatment of patients according to the contract and applicable Standards. Plans, assigns, and supervises the work of others.

WORK PRODUCT:
The employee will ensure health care services provided include routine health maintenance services, emergency services acute care, and chronic care of inmates with long term illnesses, and arranging and monitoring offsite care according to ADC directives and the standards.

RESPONSIBILITY/AUTHORITY:
Employee works under the direction of the designated Vice President and acts as the designated health authority at the facility.

SKILLS/KNOWLEDGE:
Ability to gather and maintain knowledge of program regulations and procedures; of health care laws and regulations; of medical diagnoses, procedures, and accepted medical treatment patterns; of community health and nursing care principles, practices, and procedures; and of utilization review and control measures. Must be able to provide patient care; to prepare and maintain records; to organize, coordinate, and evaluate nursing and departmental activities; to interpret policies and procedures; to interpret health care regulations; to recognize patterns of medically necessity treatment; and to plan, assign, train, and/or supervise the work of others. Knowledge of nursing techniques and procedures. Ability to clarify concerns, issues and problems; develop, analyze, and evaluate courses of action; delegate tasks or projects with clarity, along with the appropriate level of authority and responsibility being transferred. Empower individuals and teams; Establish and maintain evaluation and feedback systems that encourage employees to evaluate and adjust their own performance; Expand individual responsibilities by giving assignments to the employees that increase their discretionary range and responsibility within clearly defined limits; Establish and maintain procedures and systems for monitoring processes and results achieved; Demonstrate initiative; Manage the work being done or to be done; Plan the appropriate assignments of personnel and allocation of resources; Prioritize; Communicate with clarity: verbally, nonverbally, in writing.

WORK ACTIVITIES:
  • The incumbent provides administrative supervision to Health Services staff.
  • Approving, disapproving, or recommending action on hiring, promotions, selections, awards and disciplinary actions.
  • Establishing and recommending training programs for continuing medical education, career development and professional enrichment
  • Prioritizing schedules and delegating assignments to subordinates; and resolving differences among managers, supervisors, employees, contractors or the general public.
  • Responsible for managing and directing the activities of a multi-disciplinary team of health care professionals who are responsible for medical, dental, mental health, and allied health services (pharmacy, lab and x-ray) to the inmate population.
  • Evaluates services through the analysis of statistical studies and performance evaluation reports. Supervises, evaluates, and directs the work of all health services staff. Including nursing, clerical, physician, physician extender, dentist, mental health, etc.
  • QI/Infection Control: Evaluates services provided and makes recommendations and needed changes for improvements. Provides appropriate reports within allowed time frames.
  • Systematic Internal Review: Develops and coordinates internal review systems to assure compliance of the standards of the National Commission on Correctional Health Care (NCCHC) and agency authorities.
  • Coordinates activities of the Health Services Unit to assure compliance with Standards and E Policies and Procedures.
  • Prepares and maintains statistical reports and forwards all required reports to Warden and E Corporate Office.
  • Provide nursing services for individuals. (i.e., assessments, plans, treatments, medication administration, etc.)
MINIMUM QUALIFICATIONS:
Must be registered as a Registered Nurse in Arizona or a state that recognizes reciprocity through the Nurse Licensure Compact. Must be able to pass facility security clearance and drug test. Clinical Nursing Experience Required. Graduation from an accredited school of nursing. Management experience preferred but not required.
